Conservation and Open Space Element Update

The City of Grover Beach is working on an update to the Conservation and Open Space Elements of its General Plan, which are two of the State mandated General Plan elements. State law requires the Conservation Element address topics such as water, floodwater, rivers and soils while the Open Space Element is required to address natural resources, outdoor recreation, and tribal resources.

The City is soliciting public input on the Draft Conservation and Open Space (COS) Elements which can be viewed here. The City Council will be receiving a presentation on the Draft COS Elements and welcoming public comments at its meeting on March 2, 2020 at 6:00 p.m. The City is also accepting public comments submitted in writing at commdev@groverbeach.org until March 6, 2020.

After receiving initial public comments on the Draft COS Elements, a Negative Declaration will be prepared in compliance with the California Environmental Quality Act (CEQA) followed by a 30-day public comment period. The Planning Commission is tentatively scheduled to hold a public hearing in June 2020 to allow for additional public comment on the Draft COS Elements and consider making a recommendation to the City Council. The Council is tentatively scheduled to conduct a public hearing July 2020 to allow for additional public comment prior to consider adoption of the COS Elements.
