John Peters, Chief of Police
Chief John Peters is an experienced and modern Law Enforcement leader that focuses on building strong community-police relationships through effective community-oriented policing principles. Chief Peters joined the Grover Beach Police Department in January 2006 as an Officer with several years of experience already. He was promoted to Sergeant in April 2006 and was later promoted to Lieutenant in January 2008. Chief Peters served as a Lieutenant until July 2012, when the position was retitled to Commander. Chief Peters was appointed Chief of Police of the Grover Beach Police Department in June 2015.
Chief Peters is a 28-year law enforcement veteran with experience in Massachusetts, Kansas and California. He has a Bachelor’s Degree in Criminal Justice, is a graduate of the Sherman Block Supervisory Leadership Institute Class #228, POST Executive Development Course, POST Command College Class #51, FBI National Command Course Class #1 and is a certified California Emergency Management Specialist
In January 2021, Chief Peters was chosen to represent the California Police Chiefs' Association's Southern California region as a volunteer member of the Board of Directors for the California Peace Officers' Memorial Foundation, honoring our fallen Law Enforcement Heroes.
Commander Jim Munro
Serving the community since 1998, Commander Munro is currently the Operations Commander with the Grover Beach Police Department. He joined the Grover Beach Police Department in 2021 after serving 23 years with the Clovis Police Department located in the Central Valley of California.
As a former Dispatcher, Detective, SWAT member, and experienced Public Information Officer, Commander Munro enjoys using his experience to help lead a 21st-century police organization into the future. Commander Munro has a passion for technology in law enforcement and is recognized as a subject matter expert in the field. He serves on the California Police Chief’s Association Communications Committee and has previously served on the Technology Committee.
Commander Munro holds a Bachelor of Science degree from California State University, Fresno, and a master’s degree in Law Enforcement and Public Safety Leadership from the University of San Diego. He is a graduate of the FBI National Academy, session 283, and the Sherman Block Supervisory Leadership Institute, class 403.

Commander Bryan Millard
Commander Bryan Millard is a 22-year law enforcement veteran, having joined the Grover Beach Police Department in October 2020. He currently serves as the Support Services Commander, which oversees Investigations, Records, Recruitment, and Training, and as liaison for our contract Dispatch services with the Pismo Beach Police Department.
Commander Millard’s prior service includes 16 years with the City of Morro Bay Police Department, which he joined in December of 2000 after graduating as valedictorian for Class 75 of the Allan Hancock College, Law Enforcement Academy. While at Morro Bay Police Department, Commander Millard served as a Patrol officer, Bicycle Patrol officer, Field Training Officer, Field Training Supervisor, Crisis Negotiator, Explorer Advisor, Patrol Sergeant, and Operations Commander. He then served for 4 years as the Chief of Police for the Cuesta College Police Department.
Commander Millard holds a Bachelor of the Arts Degree from the University of California, Santa Barbara, and a Master’s Degree in Public Administration from California State University, Dominguez Hills. He is also a graduate of the Sherman Block Supervisory Leadership Institute, Class 259, the Los Angeles Police Department Leadership Program, and POST Command College, Class 69.
